Missouri Federation of College Republicans Constitution

Article I

Name

The name of this organization shall be the Missouri Federation of College Republicans. The abbreviated form shall be MFCR.

Article II

Purpose

Section 1. To make known and promote the principles of the Republican Party among college students in the state of Missouri.

Section 2. To aid in the election of Republican candidates at all levels of government.

Section 3. To encourage and assist in the organization and active functioning of a College Republican club on each campus in the state.

Section 4. To develop political skills and leadership abilities among Republican students as preperation for future service by them to the party and the community.

Article III

Officers

Section 1. The officers of the MFCR shall be Chairman, Vice Chairman, Secretary, and Treasurer.

Section 2. All officers shall be elected at the Annual Convention and shall hold office from the close of the Annual Convention at which they are elected until the close of the next Annual Convention.

Section 3. The deadline for nominations for officers shall be the executive board meeting preceding the Annual Convention.

Section 4. The officers shall be elected by those present at the Annual Convention.

Section 5. Vacancies occurring among officers shall be filled by election of the Executive Board at the first meeting following occurrence of the vacancy, provided however that notice of the election is to occur must be included in the official notice of the Board meeting. A person elected to fill a vacancy shall serve as officer until the next Annual Convention.

Article IV

Executive Board

Section 1. There shall be an Executive Board which shall govern the MFCR.

Section 2. The Executive Board shall consist of the elected officers and the Chairman of each member chapter, or his appointed representative. The immediate past Chairman of the MFCR shall be a nonvoting member.

Section 3. The executive board shall introduce, approve, and implement all actions and activities necessary and proper for the function of the MFCR and not inconsistent with this Constitution or with the By-Laws of the MFCR.

Article V

Membership

Section 1. Any College Republican club of ten (10) or more members within the State of Missouri shall be eligible to apply to the MFCR for membership therein.

Section 2. The Executive Board shall act to approve or disapprove the formal application of a College Republican club for membership in the MFCR if and when such an application includes the following: (1) a constitution and by-laws not inconsistent with the MFCR Constitution and By-Laws nor with Robert's Rules of Order, Newly Revised; (2) names and campus addresses of all club officers; (3) a complete membership roster.

Article VI

Annual Convention

Section 1. The MFCR shall hold an Annual Convention each year.

Section 2. The Annual Convention shall be held in conjunction with the annual Lincoln Day celebration. The time and location of the Annual Convention shall be determined by the Executive Board.

Section 3. By vote of the Executive Board, the Annual Convention may be held independent of the annual Lincoln Day celebration.

Section 4. The election of new officers shall occur at the Annual Convention. Platform proposals, resolutions, and other business shall be entitled to one (1) delegate vote.

Section 6. Each member club shall determine, consistent with its constitution and by-laws, which person shall serve as delegate and cast it's vote at the Annual Convention. Each member club shall also choose an alternate delegate.

Article VII

Impeachment

Section 1. Any officer who has demonstrated significant disloyalty to the Republican Party, negligence, or incompetence in the performance of his duties may be impeached and removed from office.

Section 2. Specific charges against the impeached officer must be approved by all MFCR officers, excluding the officer being impeached, at a meeting of the Executive Board.

Section 3. From the approval of charges until the next meeting of the Executive Board, the impeached officer shall be allowed to remain in office and be allowed to prepare a defense to the charges.

Section 4. At the following Executive Board meeting a person appointed by the Executive Board shall present the charges and the charged officer a defense. The charged officer may be impeached by a three-fourths (3/4) vote of the Executive Board.

Article VIII

Endorsement of Candidates

The MFCR or any of its officers, in their official capacities as officers of the MFCR or any member clubs, may not endorse a candidate for public office, in a contested race, prior to the Republican Party nominating convention or a primary election.

Article IX

Parliamentary Procedures

Robert's Rules of Order, Newly Revised shall govern all proceedings of the MFCR except when inconsistent with this Constitution or the By-Laws of the MFCR.

Article X

Amendments

this Constitution may be amended in the following manner: A voting member of the Executive Board shall submit the proposed amendment, in writing, at a meeting of the Executive Board. Notice that the proposed amendment will be acted upon at the next Annual Convention must be given to the State Chairman and each club chairman not more than six (6) nor less than two (2) weeks prior to the next Annual Convention. The proposed amendment shall become effective upon an affirmative vote of three-fourths (3/4) of delegates at the Annual Convention.
