in the Amateur Radio License Classes. ( WT Docket #

The FCC's notice of proposed rulemaking came up short
of my expectations.
The only things that the FCC
directly addressed was their desire to eliminate the
Novice and Technician Plus licenses. Also, as a side issue, they proposed to permit V.E.s who hold an Advanced class license to administer exams up to the General class license level, and, the elimination of RACES station licenses via non-renewal. Morse code and other issues were left for comments.
After reviewing the FCC, ARRL, and NCI proposals, I have come to the conclusion that the ARRL proposal, WITH A MODIFICATION , would be the
best route for Amateur Radio licenses into the 21st century.
My MODIFICATION would have only one
(5WPM) morse
code test. When the International Treaty (ITU S25.5) is repealed, all code testing would cease.
MORSE CODE TESTING METHOD
The morse code testing method should be standardized to a 10 question MULTIPLE CHOICE test (the test method most VE teams use today), one minute of copy can be used if the applicant does not achieve 7 correct answers out of the 10. This testing method is the best
