Belfast and emigrated to Newfoundland in 1886. Appointed to the
Legislative Council of Newfoundland in 1924 and in 1928 became the
government leader in the Council. In 1932 his party swept the country and
he was prime minister until 1934. He died at St. John's on
February 23, 1936
