Luigi has been regarded as just the other "Mario Brother" but in reality Luigi can not be a "Mario Brother" but can be the brother of Mario. So, don't regard Luigi and Mario as the "Mario Brothers" but as Mario and Luigi because they are both equal. Most of the games Luigi has been in have centered around Mario. Even sometimes Luigi was not present in some of the games. So this is why I'm giving a Tribute to Luigi.
