Jesse Earl Adams received the degrees of A.R. from Vincennes University in 1913 and A.M. in 1922. He received his PhD in 1925 from Indiana University in 1925.

Prior to 1920 he was a high school principal. He was the county superintendent of the Knox County Schools from 1920-1921 and head of the department of education and director of the summer session at Franklin College from 1922-1925. In 1925 he became professor of educational administration at the University of Kentucky and was director of summer session from 1932-1940. He was a widely known lecturer on educational subjects.
