1. When employees are ordered TDY to U. S. installations, management will not generally require employees to use Government Quarters. Management will not limit lodging reimbursement to the cost of Government Quarters in these cases. 2. However, employees may be ordered to use Government Quarters on U. S. installations when TDY for training courses are conducted on base (e.g. CAS courses at Wright/Patterson Air Force Base). The DOD Housing Management Instruction (4165.63-M) defines adequate quarters for civilian employees on temporary duty as a private room having 250 square feet of net living area (i.e. sleeping/living area exclusive of bathrooms, hallways, etc.) and private bath. If the post Housing Office cannot fulfill these requirements, the quarters are considered to be inadequate and the employee is entitled to full reimbursement of commercial lodging and transportation (including rental car) off post. 3. Travelers to Fort Belvoir or any other U. S. installation where Government Quarters are available will include a statement on their orders that quarters must include at least 250 square feet of net living area, private room, and private bath. When contacting the Housing Office, employees will inform the reservations clerk that a private room and private bath is required. If adequate lodging is not available, the reservations clerk will give the traveler the non-availability authorization number. The traveler will then be able to obtain commercial lodging and rental car within stated per diem rates and obtain full reimbursement.
