Additional Info: Ri Elahn is a water planet, with warm, relatively shallow waters that occasionally dip into deep crevices. There are thousands of island chains, but only two continents, one approximately 946 square kilometers, the other 2689 square kilometers. The second is Jirilen, which contains all the large cities of the planet, including the capitol, Zahari. The two peoples of Ri Elahn share a common ancestor, but over the last millions of years their evolutionary pathways diverged. The resulting races are the Vilavi and the Vaili. Both are humanoid, the Vilavi having adapted entirely to life on land, the Vaili to both water and land. Both have a 'third' throat pipe through which water travels when they submerge, out through gills on their backs. They have two pairs of fangs, one at the upper canines, one at the lower. Beyond that, the Vaili also have a larger nasal cavity that accommodates their sung language, webbed fingers and toes, nictitating eye membranes, fin fringes on lower legs, arms, dorsal, and/or eye ridges, and collapsible lungs for deep diving. Their coloring varies from grayish to blue to white, with different marking like stripes or splotches in blacks, reds, yellows, greens and all shades of gray and blue. The more elaborate tends towards the Vaili, with the Vilavi usually solid grays and blues. The majority of Vilavi live on Jirilen, in industrialized cities. They began developing higher technologies while the Vaili were still living in hunter-gatherer clans on the many small islands. The two peoples basically ignored one another for most of history, only coming together in rare occasions that almost always resulted in violence and distrust. The Vilavi felt themselves to be superior to the less advanced Vaili, and the Vaili viewed the Vilavi as an infidel people who'd forsaken the sacred trust of the Ri Livev - the Water Singer. 936 hundred Ri years ago (approx. 400 Terran Standard Years) the Vilavi waged a war against the Vaili, capturing thousands of them and enslaving them. The only to escape were those who dove deep into the ocean crevices where the Vilavi could not follow. These Free Vaili banded together on the smallest islands most distant from Jirilen. The Vaili who became slaves remained so, and their children's children. They were marked with their owners' households by wrist tattoos, kept from the ocean, and torn from their families. There was always an ineffectual rebellion, but the technology of the Vaili slaves could not match that of the Vilavi owners. The Vilavi have been traveling in space and trading with near neighbors for the last Terran Standard century, and twenty years ago applied for application to the Federation. The Vaili, who had been learning the technology and stealing weapons for decades, took the opportunity of the Vilavi's distraction to rebel. By the time the Rebellion reached the capitol of Zahari, all Vaili had joined, including the Free Vaili, and the surprised Vilavi took long to respond. The war lasted 26 Ri years (9 Terran Standard), and by the end, the two peoples reluctantly agreed to work together. A joint system of government was set up, everyone was a free person, and many of the Vaili returned to the sea. Ri Elahn was accepted into the Federation in 2404. Jacen was born on the island Yriliv into a band of Free Vaili. The clan was attacked by Vilavi forces when he was 2 Standard years old, and all were taken to Zahari to be slaves. Jacen's father escaped with him to the underground Vaili rebellion, and was shortly after killed in a skirmish. Jacen was raised by the rebels, taught to fend for himself. His childhood consisted of stealing goods and information from the Vilavi, and avoiding being caught and forced into slavery. When the Rebellion gained strength and turned into an actual civil war, Jacen was 8 standard years, and served the rebels through his knowledge of the city's sewers and alleys, his smallness and ability to hide. By the time he was 14 he was commanding parts of the Zahari rebels, organizing the younger troops, and leading forays into enemy territory. When the war ended, Jacen was 17. Like many orphaned Vaili, he took the surname 'ori Vaili' which means 'son of the Vaili' because he didn't remember his mother's name. As the new government tried to solidify and send representation to StarFleet, Jacen was singled out by the Vaili as a prime candidate for attending SF Academy. He and two Vilavi were sent to the academy, where Jacen excelled. When he was 20 standard years old, Jacen briefly left the Academy to return home in order to take part in a government plan that will help bridge the gaps of prejudice and hatred between the Vaili and Vilavi. He was matched with a Vilavi female, and together they produced a child. Jacen's daughter, Kalindi tri Zaria, resides on Ri Elahn with her mother, Zaria tri Seriva, an elected representative of the Vilavi city Lilins. Jacen returned to SF Academy at age 22, completed his training, and was commissioned as an ensign on SD 24100211. He has since risen quickly to his position of OPSxo, promoted to LT(jg) at 25, and full LT at 26 on SD 24130421. A hard worker who believes strongly in himself and his abilities, Jacen plans to one day captain his own ship. He is proud, a good leader especially in emergency situations and is very effective at organizing and planning. He can bring people together well, and get a lot out of a little. Jacen is often vain, and his pride can lean towards arrogance occasionally, but overall he is pleasant and charming, if a bit serious. He has no tolerance for bullies, whether they be individuals or entire peoples, and is sympathetic towards underdogs, especially orphans and underprivileged children. His biggest weakness is his daughter. Jacen loves swimming, and all manner of water sports, especially sailing and water skiing. His gills and collapsible lungs gave him a definite advantage with diving with fellow SF Academy students. He believes in the Ri Livev faith of the Vaili people, though has fallen away from the practice of it. Vivaree tri Veda, the Vaili healer who attended SF Medical and now serves on the USS Kusanagi, is working on getting him to return to the faith full-time. -------------------------- Counseling Department NPCs -------------------------- Name: Jimai Neldan Rank: Lieutenant, junior grade Position: Counseling Assistant Species: Qualtrayan Age: 24 Sex: Male Hair Color: Black Eye Color: Blue Skin Color: Caucasian Description: Jimai Neldan is the sort of person who can't possibly rub you the wrong way. He simply gets along with everyone, and this natural talent is what led him into the counseling profession. His species seems to have some minor empathic abilities as well, though little is known about them as very few Qualtrayans ever leave their homeworld. Jimai is the first to have joined Star Fleet, something fairly unheard of in their culture. While he is a completely competent officer, he lacks leadership and disciplinary qualities that would help him move up that ranks. Fun and easy going, it is not unusual to find him singing or dancing around his office when he really should be working. It doesn't take long for his superior officers to find that with a little outside motivation and as few distractions as possible, Byron is a nearly infallible worker. ***** Name: Civin'Dal Ryn Rank: Ensign (0 -1) Position: Counseling Assistant Species: 1/2 Bajoran, 1/2 Betazed Age: 22 Sex: Female Hair: Black, short and curly Eyes: Dark brown almost black Skin: Olive Description: Civin'Dal is a charismatic, charming young woman. Most people immediately assume she is a mix of Bajoran and terran and, though she doesn't wear the usual Bajoran earpiece, she is content to let them think so as people tend to put up a bit of a guard if they discover her Betazed heritage. A hard worker and a good friend, Civin'Dal is hard not to like. Though she seems to be a bit flirty and distracted, she is conscientious and makes sure all her work is done on time. Civin'Dal does have something of a crafty, decorative side. She enjoys painting and usually appoints herself office decorator. However, this craftiness spills tends to fuel her playful, mischievous streak and that has proven dangerous in the past. -------------------------- Marine Department NPCs -------------------------- Name: Ramon Cardiff Rank: 2nd Lieutenant Billet: MXO, USS SERAPIS Ht: 1.70m Wt: 102kg Hr: Jet Black Eyes: Brown Skin: Olive Age: 24 Occupational Specialties: Basic Logistics Officer Born and raised in Nyphuus II, a planet notorious for its numerous crime organizations. He led a life of privilege on his homeworld, being born into a wealthy and powerful family. The Cardiff family is rumored to be deeply connected with the Nyphuusian underworld. After refusing to take sides in an internal power struggle between two of his brothers following his father's death, Ramon was exiled from the Nyphuus system. He turned to Starfleet and the Marine Corps as a haven. Ramon Cardiff comes up short in all the required aspects of Starfleet Officers. He drinks frequently, neglects his duties, and shows little respect for authority, except when disrespect puts his career or privileges in jepoardy. Apparently, these traits have only developed in the recent years since his exile. He is harsh and condescending towards enlisted or subordinate personell and female officers in general. This attitude quickly puts him at odds with 2LT Cartwright. ***** Name: Kayce Cartwright Rank: 2nd Lieutenant Billet: MarineOps, USS SERAPIS Ht: 1.83m Wt: 65kg Hr: Red Eyes: Green Skin: Fair Age: 21 Occupational Specialties: Infantry Officer Kayce is a native of Earth, born on the island of Ireland. She has distinguished herself since the early years of high school as a fierce competitor and an excellent athlete. A member of her high school's volleyball and track teams, fellow teammates complained to coaches about Cartwright being "too competitive" and "too rough." While running distance in track, she would push or stomp her way through people on the course, often leading to minor injuries. Her attitude earned her several accolades, as well as a record with the school's headmaster. She entered the Acadamy at the age of 17. Voted "Most Likely to Become a Drill Instructor" by her sqadmates in Basic. Cartwright continues to be a fierce competitor in all aspects of her life, including Starfleet. She enjoys physical challenge and is well suited to them, standing tall and lean. Tact can be a problem, as she has a short tongue in many cases. Regardless, 2LT Cartwright is a responsible and trustworthy officer on the job. ***** Name: Jackson Biggs Rank: Staff Sergeant Billet: Commander Delta Squad, USS SERAPIS Ht: 1.77m Wt: 81kg Hr: Brown Eyes: Blue Skin: Tanned Age: 41 Occupational Specialties: Rifleman, Unit Leader Biggs is a veteran Marine, having served in several major ground operations, most notably, a rebel insurgence on Hav'al. Biggs is a career NCO after turning down three separate options to enter OTC. He is under the impression that the Corps is built from the enlisted men up, making a strong group of sergeants vital to the health, the success, and the tradition of the Corps. Jackson is completely loyal to his officers, and will do whatever it takes for them to succeed. Jackson Biggs is proficient in the use of small arms, having earned three commendations for marksmanship. As a corporal, he competed in and won the Rambler Cup, a phaser rifle tournament featuring the best shooter from all walks of life, including the Marine Corps.
