  • NAMFREL-Manila. BEIs refuse to give the 6th copies of the election returns to NAMFREL volunteers. NAMFREL requested Chairman Pardo to go on air on a national television to issue directive to all teachers, instructing them to give the 6th copy of the election return to the NAMFREL volunteers. NAMFREL cannot start quick count if no election returns are given to NAMFREL. (DZMM)

  • Romblon. Report of ballot box snatching early in the morning. BEIs had to borrow ballot box from other precincts and make improvised tally sheets to get the elction going. (DZMM)

  • Kalinga. Iglesia ni Kristo minister was killed while riding a tricycle. (DZMM)

May 11, 1998, 11:52 p.m.

  • Maguindanao. 175,000 voters are affected due to failure of elections in two regions. Fraud was reported by COMELEC commissioner in Maguindanao, discovered were tampered ballots. Ballots were already filled up before the elections, before they were given to the teachers. COMELEC suspended election in these areas. (Tina-Monson Palma)

  • Cebu City. Polls relatively peaceful. Wait for ballots went to 3 hours. Reports of fraud.  Armed groups were reported. (Harry Gasser)

  • Siquijor. Confusion on voter's list. Relatively peaceful

  • Negros Oriental. Presence of armed groups riding on motorcycles. Peaceful.

 

May 11, 1998, 10:53 p.m.

  • Libertad, Antique. Presence of armed goons affiliated to former Mayor Burgos Nicopior were harassing people in the municipality. The local police force does not enforce gun ban. The commander, officer Baltazar, was not doing anything since some of his subordinates named Glen Quimpo and Ruperto Dagohoy led the armed goons coming from Iloilo City.  (DECS, Antique)

  • Quezon City. Brown out 5 mins. ago at Fairview Elementary School, Fairlane St. Meralco transformer blew up. 61 precincts stop counting.  Brown out in Valenzuela, Meralco transformer blew up. (From Fr. Nong Yebra)

  • Maguindanao. Failure of Election in some areas due to non-appearance of COMELEC official and municipal treasurer. Paraphernalia were not distributed. In Malabang and Bayabao, candidates argued how to distribute ballots which almost resulted to violence. In Madalog, no BEIs went to precincts due to tension. (From Dir. Rex Borra of COMELEC)

  • IloIlo City. Twenty minutes ago, Vice Mayor candidate Edgar Baile of Balatan, Iloilo was ambushed at Brgy Maya. Dead on the spot was Luis, 19, nephew of Baile. (ABS-CBN Iloilo)

May 11, 1998, 9:34 p.m.

  • Basilan. Chapel Net office at the Ateneo received updates from Sister Clemens of Basilan (through e-mail)

    Turn out of voters OK. Many voters can't find their names. One Baranggay captain committed suicide due to political pressure (Mr. Basilio of Baranggay Colonia).

    Southern Basilan: situation not well. Maluso town lacks volunteers. Seen were 60 armed men with M-16 at upper Mahayahay. In Maluso, PPC-RV/NAMFREL protested because 2 precincts were without list of local candidates. Samal tribesmen even if literate were accompanied inside booths - their thumbmarks were taken but others voted in their behalf. Indelible ink, not indelible. While volunteers were meeting this morning, they were surrounded by gubernatorial candidate of Wahab Akban and one of the volunteers was asked "Gusto mo bang mamatay?" Lots of tension. Teachers can't do anything. No more lights during the counting.

  • Capiz and Marikina City. Brown out since 8:45 p.m. Brown out at Mamburao, Capiz tonight.

May 11, 1998; 9:20 p.m. (Philippine Time)

  • Romblon, Romblon. Loren Legarda leads the senatorial race. Erap takes the lead. Area is generally peaceful.

  • Makati City: One dead, 3 wounded in Makati City hall riot. Dead was Ricardo Villasiansor of Bacoor, Cavite. Wounded are at Makati Medical Center

  • Naga. Vote Buying was rampant. Cipriano San gunned down. Paraphernalia of COMELEC has not arrived in a remote town. Election was cancelled. Armed group identified with LAKAS was caught.

  • Malalag, Davao del Sur: SUSPENSION OF ELECTION.

  • Cabanatuan, Nueva Ecija. COMELEC is short of 500 ballots. There were reports of padded list. Yorac leads the counting

  • Laoag. In partial counting of 11 precincts, Erap leads, Macapagal Arroyo leads the VP. Marcos leads the gubernatorial race.

  • Manila. Inside the voting table with the covered box, a sample ballot was posted with particular president and vice-president and 6 noted senators listed on it. The location of precinct is Nagtahan EARIST-3th floor Barangay 636-3065 A-1.

May 11, 1998; 2:16 p.m. (Philippine Time)

  • PPCRV in Kalibo, Aklan complained that the local COMELEC supervisor did not honor the I.D.s of PPCRV as citizen's arm to pollwatch.  The voting process was delayed for two hours (Reported by Fr. Nonoy Crisostomo)

  • Masinloc, Zambales and Pangasinan. Delayed election due. Lakas watchers brought the ballots to precincts.

  • New Era, QC. 27 precincts have no list of candidates. BEIs told voters to use sample ballot of candidates distributed by supporters outside.

  • Cubao, QC, Immaculate Conception Parish. PPCRV volunteer caught one voter bringing an official ballot with serial number inside the precinct.

  • Manila. Complaint about the diluted indelible ink. COMELEC will verify and reveal the manufacturer of the ink.
