ABATE of Iowa is not in opposition to this because of the lower .08 standard. This bill is bad for Iowa because it is blackmail from the central (read federal) government to get Iowans to tow the line. The boys inside the beltway (Congress) have decided that they will withhold your tax money from the state if you do not do what you are told. This tactic has been used many times against us in the past on helmet mandates and we can't and won't lay down and take abuse of the Constitution anymore. Iowa has seen a 60% decrease in alcohol related fatalities per 100 million vehicle miles of travel in the period of 1982 2001 (1.29 to 0.52) according to the National Highway Traffic Safety Administration (NHTSA). That puts Iowa below the national average of 0.63, lower than 39 other states. Here is what Iowa will lose if it does not pass .08, "In October 2000, the Department of Transportation's 2001 Appropriations Act (HR4475) was passed by both chambers of the U.S. Congress and signed by President Clinton. The Act provides that states must pass a .08 per se law by 2004 or begin losing federal highway construction funds. States that do not implement .08 BAC by 2004 will lose 2 percent of their highway money, with the penalty increasing by 2 percent each year, until it reaches 8 percent beginning in FY2007. States that adopt the .08 limit by 2007 will get back all of the funds lost in previous years. NHTSA, Final Report, Legislative History of .08 Per Se Laws Numbers from the press have Iowa losing $47.2 million in highway construction monies from 2004 2007. That is 2% of the federal help Iowa gets in 2004, 4% in 2005, 6% in 2006, and 8% in 2007. 8% is the highest it can go. I can't verify the figures myself so I have to take their word for it. I have heard Highway construction cost estimates from $1 2 million dollars a mile. Can you put up without 25 miles of new highway to protect the Constitution? I can. So, get on your calling tree and call you members, family, friends and acquaintances. The message is simple. "I don't agree with the federal blackmail being used to force .08 BAC on Iowa. Iowans should decide what is best for Iowa. Vote no on .08. Your name Your address Use that message if you wish, or another of your own choosing. Keep it simple, light, polite.
