The Romulans are cousins of the Vulcans. The Romulans emigrated when the Vulcans under Surak had their peace policy. The Romulans had a brief alliance with the Klingons where they shared technology. This gave the Klingons cloaking devices and this is why the Klingon and Romulan Star ship names are so similar.
