Scope:
Dormant terrorist organization operating in Israel and throughout the Europe, with
attacks against Israeli and US targets. [Interpol]
Affiliations:
Known links to the PLO [#CR0000318], Abu Nidal Organization [#CR0000716],
Popular Liberation Front [#CR0000922] and the Popular Struggle Front
[#CR0001728]. [EuroTer] Believed to have links with the Islamic Amal [#CR0001390],
and rumored to have exchanged training of members with the Worldwide Islamic Jihad
[#CR0001716] and the IRA [#CR0000632]. [MI-6]

Structure:
A bureaucratic organization overseen by a single leader. Within the bureaucracy are a
number of organizations, each controlling a different sector of the organization. The
ruling council and leader are also advised by a number of religious organizations. [FBI,

Leaders:
George Habash [#LL2948264], founded the organization. Wadi Haddad [#LL2286576],
director of terrorist operations [deceased]. Ahmed Jabril [#LL4318914] leader PFLP-
General Command. Abu Salim [#LL5900162] leader PFLP-SC.
Legitimate Connections:
The PFLP and all of it's splinter groups support a number of relief organizations and
educational organizations. In turn money is filtered from these groups to the
organization, providing a moderate level of funding. [MI-6]
Resources:
Smallarms, explosives and all manner of military weaponry. Moderate level of
intelligence, and excellent support and training facilities. Receives logistic and military
support from Syria, Libya, and Iran.[Interpol]
Suspected Criminal Activity:
Committed numerous international terrorist attacks between 1970 and 1977. Since the
death in 1978 of Wadi Haddad, its terrorist planner, PFLP has carried out numerous
attacks against Israeli or moderate Arab targets.
PFLP-GC claims to have specialized in suicide operations. Has carried out numerous
cross-border terrorist attacks into Israel, using unusual means, such as hot-air balloons
and motorized hang gliders. Hafiz Kassem Dalkamoni [#LL4879180], a ranking PFLP-
GC official, was convicted in Germany in June 1991 for bombing U.S. troop trains. He
faces additional charges in Germany for other terrorist offenses, including manslaughter.
PFLP-SC has claimed responsibility for several notorious international terrorist attacks in
Western Europe, including the bombing of a restaurant frequented by US servicemen in
Torrejon, Spain, in April 1985. Eighteen Spanish civilians were killed in the attack

Marxist-Leninist group that is a member of the PLO founded in 1967 by George Habash.
After Fatah, is the most important military and political organization in the Palestinian
movement. Advocates a Pan-Arab revolution. Opposes the Declaration of Principles
signed in 1993 and has suspended participation in the PLO.
PFLP-GC split from the PFLP in 1968, claiming that it wanted to focus more on fighting
and less on politics. Violently opposed to Arafat's PLO. Led by Ahmed Jabril, a former
captain in the Syrian Army. Closely allied with, supported by, and probably directed by
Syria.
PFLP-SC a Marxist-Leninist group formed by Abu Salim in 1979 after breaking away
from the now defunct PFLP-Special Operations Group.
