Materials: 1 ball worsted weight cotton yarn (Peaches N Cream, Sugar N Cream, etc);
Crochet hook size "D"
Guage: 4 dc = 1 "
The bib would not quite fit on my scanner, so I scanned 2 pictures side by side.

Spaces = ch 1, skip 1 st, dc in next st
Blocks = 2 dc in next 2 sts
Row 1: Ch 42, dc in 6th ch from hook; * ch 1, sk 1 ch, dc in next ch; rep from * across (19 spaces).
Row 2: Ch 4, * dc in next dc, (1 dc in next ch-2 sp, dc in next dc) twice, ch 1; rep from *, end dc in 3rd ch of ch-4.
Row 3 and 4: Ch 4, * dc in next 4 dc, ch 1; rep from *, end dc in 3rd ch of ch-4.
Row 5: Ch 4, dc in first dc, * (ch 1, sk 1 dc, dc in next dc) twice, ch 1, dc in next dc; rep from *; end dc in 3rd ch of ch-5.
Row 6: Rep row 2.
Row 7 - 12: Rep row 3.
Row 13: Rep row 5.
Row 14: Rep row 2.
Row 15 and 16: Rep row 3. At the end or row 16, turn...do not fasten off.
Neck
Row 17: Ch 4, dc in next dc, dc in next 4 dc, ch 1, dc in next 5 dc. Ch 4, turn.
Row 18 - 21: Rep rows 2 - 5 in pattern, but only working up side of neck, as defined by row 17. Fasten off and with other side of neck to match side just completed.
Edging
Around perimeter, work * sc in 1 block (space), ch 1, sc in next block (space), ch 2, sc in center of sc just made (picot), rep from * to inside corner, ch 60 for tie, sc in each ch, continue in this manner around. Cut thread.
Optional
Decorate with ribbons.
