A Record Of Bribery?

Though Pirates and Privateers terrorized enemy and merchant vessels on the High Seas, not all local governors rightly handed them over for prosecution. Instead, some town magistrates and governors welcomed pirates within their jurisdiction as they were involved in illegal trade with them.
A Pirate could sell exotic items that were hard to obtain to a governor or town magistrate for little cost. Though the pirate was not reaping a financial reward he was given other benefits. Safe haven, vessel repairs, supplies, ammunition and foodstores could have been in the trade for him. Consequently the pirate would always have a non-hostile port in which he was free to trade and lodge.
The above fragment represents part of a plundered cargo that was sold to a local governor.
