These are the guidelines to go by when generating a character. This includes points and other important numbers, campaign information, and some other important information.

Disadvantages- 150
Max from one category- None, but make it playable.
Recommended Disads- Code against Killing, Watched (City and Federal Government).

You can have up to four in the high range, or up to two in the Max
range at the start of the game. Obviously there are some exceptions.
Bricks for example might have more than two at the max. When in
doubt, ask me.

Offense
Damage Class + OCV + SPD = 24
(Average 12DC/8OCV/4SPD, Max should be 16DC/10OCV/6SPD)
Defense
DCV + Defense/5 + Stun/5 = 20
(Average 8DCV/20def(10-15res)/40STUN, Max should be
10DCV/30def(25res)/80STUN)
(Unusual defenses such as damage reduction count towards this total at a the point cost/5)
For the most part, you can pretty much play whatever you want, I'm not limiting any particular type of powers/origins. There are a few notes I'd like to make about them though...
Mutants- Fairly common source of powers, and a generic term for those born with powers or altered later. You're wither born with them or altered some way either deliberatly or accidentally to gain powers. These are powers that stem from your own bodies rather than from a focus or outside force. The exact mechanics of your powers are up to you.
Aliens- There are plentoy of alien civilizations out there, with differetn tech levels and outlooks. FOr the most part, earth is ignored, being out of the way of most of the civilizations spheres of influence and too much trouble with all of the superhumans runing around. And then there's a long-standing sanction (origin unknown) setting aside the sector Earth resides in as off limits- many shose to ignore it, but enough to that travel throught the sector is scarce. Of course, explorers, refugees, and those stranded might call Earth home. For the most part, the normal person on the street has no idea that alien civilizations exist, but it's much more beleivable when there are people that can fly and lift tanks. So far, except for ancient history, there has been no major contact with other races.
Magic- In the form of spells, creatures, and items is allowed. Basically no limit on type/source/style of magic. THough if you want to make a mystic society or hidden magic race, run it by me first. Oh yeah, Atlantis exists, though so far only a few know of it. There's also a Lemuria, another underwater civilization in the Pacific. Just in case you were wondering.
Cybernetic/High Tech- Includes Guns, Power Armor, and othe Foci. While the everyday world and it's 'normal' twchnology is the same as our own, there are companies out there that can create and produce cyberenetics and other high-tech equipment. MOst of it is done for the government or private concerns, but there are always independent geniouses, accidents, secret projects, and theft. No trouble getting a character here.

In effect, this is my rambling on morality, outlook, and the world in general. Specific bacround is on another page, this is basically the feel of the game.
Tone- I want this to be a fairly lighthearted game. Not too much brooding and angst, at least among PCs. No killer vigilantes or murderous scum (again at least not among the PCs). I want this to bae a fun, occasionally humorous game, without too much emotional baggage or depression. The heroes should be heroes, and everyone should have a good time.
Morality- The heroes should be heroes. They should only resort ot lethal force if absolutely neccesary, as a last resort. (Of course, kicking your opponent's ass is perfectly acceptible.) The heroes should do the right thing, and generally act like the good guys should. I'm not saying you have to be paladins, shining examples of virtue, but the heroes should at least try to do the right thing...
The World- Keeping in line with this, most of the issues in the game will be fairly cut and dried. There won't be countless secret consiracies designed to control everything - thought there may be one, and there are always villain groups that will try to work form the shadows, and they certianly won't be controlling every facet of the government. The villains should be obvious as villains, and the situations will be pretty black and white. There may be some gray areas explored, but more as characterization that as something the heroes have to try to fight. This is supposed to be fun, not some philosophical debate. I'll certainly try to make things interesting, but I don't want ot have ag ame that makes the PCs and players jaded and cynical...
"Adult" Content- I've played in games with and without, and I'm fine with either. For now, I'll leave it up to a player by player basis. If you want to just fade to black, and let it occur off camera, that's fine. If you want to play it out, I'll do it in a side session, and if anyone else wants access, they can request. Whatever each player is comfortable with is fine.
