There are two opinions of how one should pray stated in Tractate Berachos (24). One says that we should cry loud and the other says we should pray softly. The pele yoetz explains that we may pray oudly when we are really moved to do so, when we feel like crying out. Also the leader of the congregation should cry out loudly in order to inspire the congregation.
