4. Nealta Cathuria vowed to rebuild the burned city that cost his mother her life, and being a talented builder in his own right, planned the city of C'Stepho to be built where Andestep was. He decided to build it so there would be several towers, facing several directions and always manned, so that they would not be taken unawares like that again. The giants, after the loss of their fleet, decided their resources could be better put to use by intensifying their hold on the lands they still had, especially nearby Reir, so a governor was appointed who was pretty merciless. One of the chieftains of the Reirian humans escaped into Honrar, and begged for Nealta's help against the giants, many of which were eating humans as a delicacy. Nealta sent several forays into Reir, but the plains were ill-suited for the guerilla tactics that he was used to, and the giants repulsed him easily.
In sorrow, he nevertheless made the Reirian chieftain a dignitary second only to himself. This chieftain, Reulth, was the founder of the first Reirian noble house, and when Nealta died in a accident while building, was the friend and advisor to the next king.
