Any army has to be able to move through hostile fortifications, and the Stellar Guard is no exception.  Also, even the Stellar Imperium builds fortified positions, and the same skills that are required for attack come in handy in designing defenses.  Such are the combat engineers of the Stellar Guard Ground Forces.  They are unappreciated by the populace at large, but it is considered a popular training ground for civilian engineers, and the infantry certainly appreciates the help against heavy fortifications.
