DECLARATION OF THE RUSSIAN INTERNET - PARLIAMENT POSITION ON YUGOSLAVIA CRISIS
 
    The hope that the end of the twentieth century will be celebrated in stable atmosphere of international society fell
through. The World community has been fractured. The threat to the whole humanity goal to find mutually acceptable
form of the coexistence became reality. Ethnic conflicts and changing the borders became factors that could ruin the
existing valuable geopolitical balance for a long time.
    We are clear in our understanding that ethnic problems are very difficult task, which needs skilful and delicate
methods to resolve. All world political powers have to commit their efforts and the good will to resolve it.
    Russian Internet-Parliament members believe that none of the ethnic problems could be resolved by brutal force
whoever might offer it. The ethnic problem could not be cured this way but become permanent problem with a
possibility to remit to violence in the future.
    The events in Yugoslavia indicate the whole spectrum of the dangerous trends, which could lead to the further break
up, antipathy and hatred in the World.
    Taking into account the above, we appeal to all governments and to all international community with the following
declaration.
  1. Russian Internet Parliament condemns the Yugoslavian government military solution to the ethnic problems in
    Kosovo.
  2. Russian Internet Parliament condemns the KLA separatism.
  3. Russian Internet Parliament condemns the NATO military actions against sovereign country.
  4. Russian Internet Parliament calls upon all conflict participants to stop military operations in Yugoslavia immediately
    and to put in place a moratorium to stop all military actions in Europe.
  5. Russian Internet Parliament calls upon all sides to start full-scale peace negotiations.
  6. Russian Internet Parliament proposes to use international peacekeeper forces to enter the Yugoslavia to protect the
    peace from any actions that violate UN treaty or any other international agreement. The peacekeeper forces should be
    recruited from the European countries, which have no military involvement in the conflict.
