I would like to know is there is any SAP version that has an Audit Information system or Tool as my version (4.0b) does not support it. If so, where is it sitting?

Another thing, what transaction is it that logs cahnges made to critical tables within SAP.

In 4.0B AIS is an addon, you can download them on sapservX. Otherwise you can use tcode SUIM.

Where do i downoad them from? Also , if i use SUIM, it gives me the report tree, how do I add or get the AIS?

I installed AIS about 2 years ago to my 4.5B system but as far as I know it became available for releases 3.0 and up.
