Pike county's population in 2000 U.S. Census was 68,736.  In 40 or the state's 49 Appalachian counties increased.  Harlan County 33,202.  
Populations decline were in Bell, Floyd, Knott, Leslie, Letcher, Owsley, and Perry counties, all traditional coal counties.
Slight gains were in Breathitt, Magoffin, Johnson, and Martin counties.

UK researchers announced they have found a way to turn coal ash into a low-sulfur fuel that can be reused by power plants.  They can also take this waste from coal and turn it into useful products, such a s cement blocks and road aggregate.
