The Harris government doesn't like child care. In any case, the government has done everything it can to reduce the availability of quality child care at a time when it is desperately needed.

Since 1995, this government has:

eliminated all capital funding for child care programs
cancelled a program to fund construction of day-care centres in new schools
placed a heavy tax burden on day-care centres located in schools, which may cause some centres to close

Meanwhile, the government wants to make all welfare recipients work for their benefits, which would increase the demand for child care. The ending of junior kindergarten programs in many schools also means more kids are at loose ends. The day-care system is already so fragmented and overburdened that it can't be expected to accomodate everyone in need.

Recently Gordon Cleveland released a study which found that investments in high-quality child care have a 2-for-1 return. In other words, children who have their needs met are more likely to grow up to be healthy individuals who don't need services like prisons and welfare. The Ontario government, however, ignores this sort of evidence. Because of the Harris government's nearsighted policies Ontario's children will suffer and society will pay the cost.
