Android 18 was created by Dr. Gero. #18 and her brother, #17 ruled the earth in the future. This is why Trunks comes from the future to warn Goku of the great danger they pose to earth. Cell absorbs #17 and #18 in order to evolve into perfect cell form. Android 18 does get out and later marries Krillin and they have a daughter. She doesn't talk much and likes to fight Krillin over weird things like who will clean the dishes.
