CARE Yugoslavia is recruiting for the following 4 positions:
Chief of Party (COP) – The COP will provide overall leadership and direction of a $40 million USAID development initiative in the Federal Republic of Yugoslavia. The COP will oversee the development of project strategies and plans which reflect CARE International and CARE Yugoslavia’s programming principles and which fulfill project objectives, liaise with USAID, government officials and other NGOs and partners, ensure that all project interventions are of high quality and lead to measurable impact, develop and implement plans for national staff and for capacity building of local partners. Qualifications include a degree in social science or appropriate technical field, at least 7 years overseas experience, of which 5 must have been in a leadership and senior management position, experience managing USAID/USG funded programs, extensive experience in community development, conflict resolution and civil society programming, experience in partnership issues, excellent training, facilitation and negotiation skills. Serbian language skills and previous experience working in the Balkans is highly desirable.
Contract and Grants Manager (CGM) – The CGM will be responsible for establishing and leading a unit which will develop and implement systems necessary for the review, processing, and financial/ contractual monitoring and evaluation of projects implemented under this USAID development initiative. The unit will also be expected to develop an audit function and provide training to CARE staff, partners and communities in contractual, administrative and financial related issues. Qualifications include an MBA, CPA or advance management related degree, 5+ years of experience in a senior finance or equivalent combination of degree and experience, administration and contract management position, experience in managing sub grantee and sub contractors as well as umbrella grants, training and facilitation skills. Previous experience working in the Balkans is highly desirable.
Community Mobilization
Coordinator (CMC) - The CMC will be responsible for the overall
implementation of the field activities of the project.
S/he will be responsible for coordinating with the local communities,
civil society groups and local governments in order to effectively implement
project. The CMC will assist groups
with raising community awareness, building consensus, assisting with the
establishment of identifications criteria and implementation of projects and
providing monitoring and evaluation.
The qualifications include 5+ years of experience in community
mobilization and related program areas; advanced degree in social sciences or
relevant technical area or equivalent combination of education and experience,
experience in monitoring and evaluation (preferably using a computerized MIS).,
excellent training/ facilitation skills, knowledge and experieince of issues
related to civil society, conflict resolution and rights based programming.
Infrastructure and Environment Technical Advisor (IETA) - The IETA will be responsible for ensuring that CARE Yugoslavia is able to work with communities to develop quick, high quality projects in the 'Community Revitalization through Democratic Activity' (CRDA) program. Community Improvement Councils (CICs) will identify and implement projects in the areas of infrastructure, economic opportunities and the environment with technical assistance and grants from CARE (from $10,000 to $500,000). In addition to ensuring that CARE Yugoslavia and the project participants are able to start high impact projects quickly, another major task will be to ensure that standard quality assurance features and practices are central to project design and implementation procedures in all of CARE's infrastrucure related/engineering work. Training of CARE and partner staff in issues related to costing of projects, contract bidding/ notification, etc. will be central to the job. Qualifications include an advanced civil engineering degree, 5 + years of related work experience or some combination of education and experience, experience in developing quality control systems into design and implementation, ability to share knowledge and develop staff capacities, familiarity with USAID environmental guidelines, prefer candidates with previous experience in the Balkans.
