Institutional Development - Strong record of institutional development of government authorities at all levels. The qualifications include over 5 years of institutional development experience of government authorities and solid capacity building, training of trainers skills, as well as in improving efficiency and quality of service delivery to the public. Of particular interest are consultants with experience in the Middle East and with experience in infrastructure development, public sector management and strategic planning and and management.

Proposal Developers - Skilled writers and designers of technical proposals in any discipline. The qualifications include over 5 years of solid experience in proposal development, particularly USAID proposals, strong writing skills, ability to work with a team.
