BULGARIA PILOT COMMUNITY FUND AND SOCIAL ENTERPRISE PROGRAM
CHF International, a fast moving Maryland-based non-governmental organization, seeks applicants for the following positions based in Bulgaria. The candidates sought will be required to provide services on a full time basis for a four-year program aimed at developing new mechanisms for the financial sustainability of Bulgarian non-governmental organizations (NGO's) and increasing participation of businesses, citizens and local governments in the future NGO sector.
Program Director/COP
This position will involve the management of pilot community funds and social enterprise funds.
Responsibilities include, but are not limited to, the following:
§ Serve as the program liaison to local NGOs, other implementing partners, USAID, and other international donors;
§ Perform overall program management and strategy implementation;
§ Provide financial management oversight, analyze budgets, prepare financial reports, and provide recommendations to HQ on budget expenditures;
§ Review quarterly progress reports to ensure quality and revise targets as necessary;
§ Travel to site offices and target regions periodically to monitor, provide technical assistance, and troubleshoot along with staff;
§ Represent CHF and deliver presentations on behalf of CHF in the region and in related conferences;
§ Assist in proposal development and preparation as needed;
§ Hire and manage local staff as program requires;
§ Consistent with CHF worldwide practice, it is expected the Program Director will regularly travel within the country and to the community sites. He/She will also be specifically responsible for multiple efforts to ensure funds are not misspent or misdirected.
Deputy Director/Project Management, Bulgaria
This position will involve the management of social enterprise and community funds. Responsibilities include all aspects of program management, including reporting and administration, oversight and programmatic reporting.
Responsibilities include, but are not limited to, the following:
§ Direct oversight of project staff including sector specialists, business consultants, program officers;
§ Oversight of the project cycle ensuring the input of all constituents of a target community;
§ Recruitment, training and oversight of local micro-project staff;
§ Compilation of monthly micro-project activity reports, MIS reporting via Project Tracker;
§ Ensure and collaboration liaison with programs and international donors are maintained on the local level.
Arrangement and monitoring of technical assistance, financial management procedures and funds provided to community organizations.
Qualifications: Candidates must have significant prior work experience in Bulgaria, or the Balkans. An intimate knowledge of the region and the issues pertaining to the country are essential. Candidates must have strong prior experience managing large federally funded programs. Community Funds or other related philanthropic program experience is preferred. This position requires an advanced degree in a development related field, as well as a minimum of 5- 10 years experience in international development. Prior non-profit experience is essential. Prior experience working with foreign donors (preferably USAID) is strongly preferred. Strong interpersonal skills are required. Candidates must have prior experience supervising, and managing local hires. Candidates must also have Slavic language capabilities in addition to English fluency.
