BACKGROUND
The Coral Reef Rehabilitation and Management Program (COREMAP) is a prestigious 15 year Indonesian National Program supported by the International Community with the following overall goal:-
" To protect, rehabilitate and achieve sustainable use of coral reefs and associated ecosystems in Indonesia which will, in turn, enhance the welfare of coastal communities".
The Coral Reef Rehabilitation and Management Program is funded by the Government of Indonesia, multilateral donors including the World Bank and Asian Development Bank, the Global Environmental Facility, and bilateral donors, such as Australia.
The Program is divided into three phases. The present "Initiation" Phase (COREMAP I)I is designed to last for three years (1998-2001). It has now been extended for a further year to allow greater time to incorporate lessons learned into the design of Phase II. The development objective of COREMAP I remains:
"To develop a viable coral reef management system in Indonesia"
This phase is designed to test and develop viable community based management systems in pilot areas of Indonesia. If phase I proves successful, the second "Acceleration" Phase II (2002-2008) would build upon and expand community-based management systems to other sites in Indonesia. The third "Institutionalization" Phase III (2008-2014) would ensure institutional (administrative, economic and financial) sustainability of program activities.
This First Phase of COREMAP contains several core activity areas. These include:-

The Program operates nationally from the Program Management Office in Jakarta and also in ten Provinces, although donor funding is presently allocated for four sites: Taka Bone Rate in Sulawesi Selatan; Padaido Islands in Biak; Senayang Islands in Riau; and Maumere in East Nusa Tenggara.
The Program Management Office is seeking to obtain the services of an highly qualified international candidate to perform the duties of Program Co-ordination and Management Specialist and invites applications from suitably qualified individuals.
POSITION DESCRIPTION
The Co-ordination and Management Specialist will co-ordinate all technical assistance under COREMAP, assist the COREMAP Program Management Office in Project Management, and help to develop effective monitoring and evaluation systems.

The successful candidate should have the following essential attributes:-
Experience of marine conservation projects would be an advantage.
The consultant will be selected in accordance with the procedures set out in World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).
