CATHOLIC RELIEF SERVICES PROJECT MANAGER/PARENT SCHOOL PARTNERSHIP

KOSOVO

Overview: Since its return to Kosovo in Fall 1999, CRS has employed the Parent School Partnership (PSP) methodology with parent and youth councils across communities in the Prizren and Prishtina areas of responsibility. The program has endeavored to establish viable, democratic, and effective local councils that, with the help of CRS resources and guidance, prioritize and carry out projects to benefit children, schools, education, and the community as a whole. This program stems from CRS's larger education strategy in Kosovo, which is based on recognition of the need for more people (i.e. parents, teachers, administrators, businessmen, community leaders) to become involved in the education of their children. CRS hopes to develop the skills of individuals and community associations to work together under their own leadership now and in the future.

Primary Responsibilities: The Education Director oversees all operations related to the implementation of the PSP program in Prizren and Prishtina. She/He assists and is a resource to a team of up to 20 nationals and three international coordinators, and reports directly to the Zonal Director. This includes advising on program direction; meeting regularly with program coordinators and, as needed, with program staff; maintaining communication with both Prizren and Prishtina offices; ensuring program compliance with the Kosovo Education Strategy and other broader initiatives; and strategic planning for the further development of education programming in Kosovo.

Specific Duties:

1. Be familiar with all aspects of the CRS PSP program strategies and the grant agreements that fund project activities. Assist in monitoring budget.

2. Monitor direction of education programming to ensure coherence with CRS strategies and donor agreements and regulations. Make recommendations for changes and assist in implementation.

3. Provide reports to donors and Zonal Director as requested.

4. Assist with strategic recommendations regarding expansion, direction, and content of programming.

5. Support PSP coordinators in their efforts to develop the skills of national staff.

6. Coordinate activities of PSP team in Prizren and Prishtina.

7. Provide leadership and ensure PSP strategic goals are understood and incorporated into program activities.

8. Develop general progress indicators for PSP Kosovo program and monitor progression towards goals.

9. Strengthen capacity and skill of PSP coordinators to facilitate their role in building the PSP Kosovo program. Work with all PSP team members and associated parties to ensure achievement of objectives.

10. Liaise between education team and directors. Represent program to outside agencies, donors and ministries of education.

Qualifications:

1. Mature individual with 3-5 years experience in education or development programming and project management.

 2. Master's Degree in Education or International Relations

3. Experience with community councils and/or PTA systems a plus

4. At lease one-year overseas work/living experience; knowledge of the Balkans preferred with sensitivity to political and cultural issues.

5. Flexible, motivated, innovative, team player

6. Willingness to live and work in a post-conflict environment where conditions are occasionally harsh and/or volatile.

7. Excellent English language skills. Knowledge of Albanian or Slavic languages a plus. Proficiency in French, Spanish or Portuguese required.
