CHILD SURVIVAL GRANTS MANAGER/TEAM LEADER (BALOMBO, ANGOLA)

Background:
Catholic Relief Services Angola Operations (CRS/AO) is implementing a USAID mission funded Child Survival project in Benguela Province, Angola. The
Project seeks to improve maternal and child health through the adoption of positive health-related behaviors in 4 key areas of intervention:
(1) Diarrhoea prevention and appropriate case management,
(2) Malaria prevention and appropriate case management,
(3) Increased immunization coverage, and
(4) Improved infant/child nutrition.
CRS/AO intends to add an additional objective to this project as part of the Phase II activities to begin in
October 2001, (5) Improved maternal and newborn care practices. All CRS/AO child survival interventions are implemented through a multi-faceted
training and institutional support strategy for community leaders, Community
Development Committees (CDCs), community health activists, and rural health post staff. The project is serving communities in the municipalities of
Cubal and Balombo.
Major Responsibilities:
A. Project Management
1. Manage and oversee all aspects of CRS AO Child Survival Project implementation in both Cubal and Balombo. (Based in Balombo -
start-up phase, 50% time in Cubal).
2. Develop implementation, training, supervision, monitoring and evaluation plans for the project.
3. Supervise the implementation of all stated activities in order to achieve project objectives.
4. Ensure the timely preparation of all project progress reports, including financial reports, for submission to donors and CRS
Baltimore.
5. Oversee all project expenditures and manage the project budget in coordination with the Senior Health Program Manager.
6. Ensure the timely order and procurement of project supplies in coordination with the Senior Health Manager (SHM) and CRS Angola's
logistics department.
7. Supervise and direct the activities of all Project staff, including the assistant project manager and six community mobilizers.
B. Coordination
1. Hold regular coordination meetings with local and provincial counterparts in the Ministry of Health (MINSA), UNICEF, Caritas, OXFAM/UK
and other NGOs.
2. Work closely with CRS logistics to coordinate logistical needs for project activities.
3. Coordinate with UNICEF and MINSA to insure that needed vaccines and cold chain equipment are always available for fixed post
immunization sites.
4. Participate in regular meetings with the CRS SHM.
5. Maintain regular communication between CRS and MINSA at the
Municipal level.
6. Coordinate with Child Survival staff, health activists, CDC members and other community members to plan health days and other community
health activities.
C. Education:
1. Provide support, supervision, guidance and training to all CS project staff.
2. Revise and test training curricula, and all Information, Education and Communication (IEC) materials.
3. Regularly provide updated research and documented information to staff about CS modules.
D. Balombo Hospital
1. Facilitate communication between Balombo Hospital and CRS Logistics.
2. Facilitate the distribution of medical supplies to the Balombo Hospital.
D. Other Responsibilities- Balombo Team Leader
1. Serve as security officer for CRS/Balombo, which includes regular reporting on the security situation to ensure maximum safety to CRS
staff; all security information will be provided to CRS Angola Security Officer (Lobito) and Liaison Officer (Luanda).
2. Ensure adequate administrative and logistical support for the Child Survival project, the Emergency Nutrition program, and the
field-based Agriculture project activities.
3. Facilitate communication between Balombo based staff and managers in Lobito.
4. Represent CRS in meetings with local Administration, NGOs and Church officials.
5. Coordinate visits to CRS/Balombo from CRS donors, CRS Baltimore/SARO technical staff, or other external visitors. Develop trip
itineraries as needed.
6. Ensure adherence to CRS administrative and financial systems, policies and procedures, and provide on-site training to office
personnel on a regular basis to strengthen their financial accountability and reporting skills.
7. Maintain a high-level of communication and collaboration with Daughters of Charity/Spain and Caritas Balombo representatives.
Explore potential areas of increased collaboration.
8. As needed, assist in the development of new project activities.
Qualifications:
1. Professional health degree: MPH, RN or MD, and/or 5 years experience working in a preventive health care setting.
2. At least two years of international experience, preferably in a developing country or emergency situation.
3. Good knowledge of Child Survival interventions.
4. Project management experience.
5. Good written and spoken Portuguese; fluent Spanish/French and desire to learn Portuguese acceptable.
6. Willingness to travel frequently and live in a municipality.
7. Willingness to work in sometimes difficult circumstances.
8. Demonstrated ability to work in teams and with local partners.
9. Knowledge of computer word processing and spreadsheets.
10. Patience, creativity and flexibility.
