Computer Programmer/Systems Analyst
A Computer Programmer/Systems Analyst is required for a 12 month assignment
in Papua New Guinea, working with the National Department of Health.
The Department of Health (DoH) employs more than 13,000 staff and is seeking to strengthen its ability to review the status of its workforce and project
workforce requirements in the future. It maintains systems for registration of nurses, physicians, and other cadres of staff and has undertaken a
National Health Workforce Survey. These systems are at varying stages of evolution and would benefit from a coordinated approach to future
development.
The Computer Programmer/Systems Analyst will collaborate with the consultant on personal development and BME specialist and work with the staff from the
IT Unit/HR Section to:
1. Establish a Health Personnel Information Module as part of the HMIS for the purpose of planning, training and management of PNG's human resources
for health.
Development of the module will take into account other workforce information systems (including those maintained by DPM, Provincial Divisions of Health,
the Medical Board, Nursing Council, Division of Training and Training Institutions) ensuring that the strategy employed complements other efforts
and takes into account recommendations of the Department of Personnel Management.
2. Assist HRM branch staff in the development and use of the HPIM for data entry and report production.
3. Develop internal and external program documentation and provide copies in electronic format to DoH.
4. Train National Programming Staff in maintenance and upgrading of computer software.
5. Assist DoH to undertake enhancements as required by DoH ensuring they are bug free. This may include hospital discharges, medical supplies, the
departmental web site and other systems as needed.
REQUIREMENTS:
* Substantial experience of developing database systems preferably using Visual FoxPro and/or Oracle/MS-SQL.
* Tertiary qualifications in computer programming/systems analysis.
