Requires : Governance and Institutional Development Consultants

The Department for International Development (DFID) is responsible for Britain's contribution to international development. DFID focuses its developmental efforts on the elimination of poverty and encouragement of economic growth to benefit the poor. DFID works closely with other donors and development agencies to build partnerships with developing countries to strengthen the commitment to eliminate poverty. DFID India based in new Delhi is responsible for Britain's development programmes in India.

The Need :
Institutional and Governance constraints are a major challenge at the heart of development assistance in the country/region. Our effectiveness in helping to strengthen local institutions depends on understanding local needs and how to meet them. To strengthen our capacity we plan to establish a panel of consultants in India who would be available from time to time to provide us with additional advice and support on Governance and Institutional Development issues. The Consultants will help us develop better strategies and programmes to ensure effective and, sustainable Governance and Institutional processes and systems. We also plan to select a reserve panel in case we need to augment the main panel at a later stage. The services of the Consultants selected for the Main panel and the Reserve panel will be utilised from time to time, based on our programme requirements.

Eligibility & Requirements :
Consultants will require strong communication and facilitation skills, the capacity both to think and analyse strategically, and the ability to provide practical advice. They will need to be able to work effectively as team members and sometimes as leaders of teams. Skills, energy and a desire to promote development are essential requirements. We are looking especially for people with working experience in Governance, Organisation Development and Financial management. Specific areas of expertise required include public sector reform including strengthening of local government, institutional appraisal and capacity building. Experience of change management programmes would be of particular interest. Strong communication skills, including reporting in English, are essential.

A minimum of 8 years experience as a consultant or adviser in the above mentioned areas of expertise are required.

DFID India will provide the selected Consultants with training in DFID procedures and requirements. Extra training may be offered, as necessary, to strengthen consultancy skills.
