Chief of Party

Location: Yugoslavia

DEADLINE FOR APPLICATION: MAY 15, 2001

An international not-for-profit seeks a Chief of Party to respond to the USAID-issued RFA for Serbia entitled "Community Revitalization through Democratic Action." (CRDA) http://www.usaid.gov/ftp_data/pub/OP/RFA/1690124/

The Chief of Party will be responsible for overall implementation of this 5 year, 40 million USD award. The successful candidate will be an experienced manager of human, financial and material resources with prior experience working on USAID projects, knowledge of community involvement strategies, and management of reconstruction projects.

Specific Duties.

The COP will be responsible for:

1. Liaising with USAID and other international NGOs working on program implementation.

2. Recruitment, supervision, and staff development of professional and administrative staff for the sub office to be opened under this award.

3. Representation to the Governments of Yugoslavia and Serbia, local governments, local NGOs.

4. Overall financial management of the 40 million USD budget.

5. Oversight of sub-contractor relationships and work.

6. Overall progress reporting to Country Representative and USAID.

 

Qualifications:

1. MA in relevant field

2. 8 years management experience

3. Experience managing similar projects which combine participatory and community approaches with infrastructural and economic recovery activities.

4. 5 years overseas work experience

5. Prior work experience in Balkans and knowledge of Serbian a plus

6. Excellent supervisory skills with an emphasis on team building

7. Fluency in English and excellent writing skills

8. Familiarity with USAID regulations and procedures
