Papua New Guinea HEALTH SERVICES SUPPORT PROGRAM (HSSP)

The PNG HSSP is funded by the Australian Government and is managed by a Consortium of IDP Education Australia, GRM International Pty Ltd and Jane Thomason and Associates.

This long term Program aims to improve the health of the population of PNG.  While some Program activities will be nation-wide, there will be an initial intensive focus on the six provinces of Western, Gulf, Central, Western Highlands, Morobe and Sandaun.  A multi-disciplinary team of qualified and experienced professionals is needed to work with the PNG Department of Health, Provincial and District Governments to implement this Program.

At present we are seeking applicants for the position of Health Sector Improvement  Program Financial Management Capacity Building Adviser, a long term (initially 15 month) position based in Port Moresby.

 The successful applicant will have

               
Terms of Reference:

Provincial Financial Management Capacity Building (45% of time)

§             In conjunction with the HSIP Management Adviser, review financial management systems and processes in relation to the HSIP Trust Account and Provincial Health Office accounting generally;

§             Develop training materials for strengthening provincial health office financial management and consoilidated provincial health resource plans;

§             Conduct training for NDOH and provincial health office staff in finacial and resource management;

§             Provide mentoring and coaching to provincial health office staff in finacial and resource management;

NDOH Financial Management Capacity Building (45% of time)

§             Assess the current operations and capacity of the NDOH Finance Division;

§             Based on that assessment,  make recommendations for long term institutional strengthening and capacity building for NDOH Finance Division;

§             Prepare a detailed plan based on the assessment for a capacity building program to improve NDOH financial management capacity;

§             Support the implementation of the recommendations of the Plan;

§             Participate in financial training activities as required;

§             Provide financial advice and capacity building to PIU and the Finance and Management Division of NDOH

Program Responsibilities (10% of time)

§             Oversee the Financial Management Unit of the Program

§             Ensure that  audit requirements for accountancy records are complied with.

§             Provide financial advice and regular financial reports to the senior management team including a tracking of budgeted and actual GOPNG expenditure on Program related activities.
