HEAD, PUBLICATION and COMMUNICATION PROGRAM
IIRR

Responsibilities
Under the immediate supervision and overall guidance of the Yen Center Director, the position-holder will be responsible to plan, organize and coordinate the effective and efficient implementation of the Publication and Communication Program of IIRR and to contribute to the sharing mission of the Institute. Specifically, the person will:
1. Provide leadership in the development and implementation of the publication and
communication program of IIRR.
2. Supervise the production of all major publication and communication materials and ensure quality, efficiency and effectiveness.
3. Develop concept papers and proposals for activities that will contribute to the program goals of IIRR.
4. Provide guidance and supervision to staff in the performance of duties and responsibilities.
5. Ensure systematic documentation of IIRR experiences and lessons for sharing, in partnership with other program staff.
6. Provide publications development services to the learning communities in which IIRR works, to other units/programs of IIRR and to other development organizations, as necessary.
7. Provide leadership in the documentation, monitoring and evaluation and impact assessment of the publication and communication program of the Institute.
8. Develop communication approaches, methods and tools needed for a more informed community, in coordination with the Learning Community Program; develop learner-friendly education and training materials and visual aids, in coordination with the Education and Training Program.
9. Market the publication and communication program, services and products of the Institute, in close coordination with the overall marketing thrust of the organization.
10. Ensure accurate and timely reporting of projects to funding partners and IIRR management.
11. Perform other duties as required and as delegated.
Requirements
* The position holder will have:
* Bachelor's, preferably Master's, Degree in Development Communication or Communication Arts or in related areas of specialization
* High degree of communication skills acquired both from formal education and from actual work experience of not less than five years.
* With at least three (3) years of rural development experience
* Communication and program management skills necessary for the position
* Resource mobilization and marketing skills
* Knowledge in publication and communication materials development and production
* Creativity and efficiency
* Desire and passion for quality and excellence of work
* Development -oriented with business sense
* Open to new ideas and willing to experiment
* Values team leadership and teamwork and has transparent and open management
