Monitoring and Evaluation Officer

FOR IMMEDIATE HIRING:

The International Institute of Rural Reconstruction (IIRR), a global intermediary development organization working in several countries with the poor and their communities as their partner, enabling them to improve their lives and achieve their full potential, is seeking to fill the following position:

One (1) Monitoring and Evaluation Officer (Headquarters)
(MEOHQ00-021)

Responsibilities

The successful candidate will design, implement and coordinate IIRR's Institute-wide program monitoring and evaluation (M&E) system. Specifically, he/she will:

1. Develop and implement an Institute-wide program-and project-level planning, monitoring and evaluation (PME) system for all components of IIRR's program including field projects, education and training and publications and communication areas,
2. Design and work within an M&E system based on information technology available to the Institute,
3. Coordinate information flows and work tasks with M&E Officers of all IIRR program Units in the planning, monitoring and evaluation of all Institute programs and projects,
4. Contribute to the development of new projects in all IIRR program areas,
5. Assist all program staff in action research and documentation of experiences and lessons learned in line with the M&E function,
6. Assist in establishing standards for the appropriate design of IIRR reports, project documentation, publications and communication materials.

This position is based in the IIRR Headquarters, and directly reports to the Vice-President. The position coordinates with other program and management staff at all levels of the Institute. This position has direct supervisory responsibility for the M&E Assistant located in HQ, and has joint supervisory responsibility for M&E Officers located in all IIRR program units.

Requirements

The successful candidate will have:

• Masteral degree, or preferably PhD, in evaluation, rural development, development administration, or other social science degree,
• A proven track record (at least five years) in rural development program planning, monitoring and evaluation,
• Strong analytical skills,
• Demonstrated ability in conceptual and operational skills suited to development programs and projects,
• Familiarity with methods, tools and techniques in participatory planning, monitoring and evaluation,
• Working knowledge of basic research skills, especially qualitative data management, and basic statistics,
• Team player and ability to interact with people at different levels
• Can work under pressure and with minimum supervision

It is desirable that the successful candidate has:

• Knowledge or experience in action research methodologies
• An ability to work effectively in a multidisciplinary and multicultural work environment.
