International Organization for Migration 

The International Organization for Migration has been requested by the Government of Guinea-Bissau to assist in the establishment and implementation of the "Unité de Gestion Financière et d'Acquisition".

TERMS OF REFERENCE

Duty Station : Bissau, Guinea Bissau
Position Title Procurement Expert
Grade : P3/P4 
Duration of appointment : Six months, with possibility of extension up to three years

General Functions:
Under the general supervision of the Manager of the Financial Management and Procurement Unit (FPMU), the incumbent's responsibilities will be to:

1. Review and ensure that all procurement requests submitted for financing through the FPMU are eligible and in accordance with donors guidelines and requirements.

2. Determine the most appropriate method of procurement. Research and analyze statistical information and market reports on availability of goods and services to be contracted. Participate in the incorporation of the research and study results in the procurement programme. Identify, evaluate and recommend potential material and service suppliers and manufacturers as required to the Coordinator of the Equipe Technique de Gestion (ETG).

3. Prepare and oversee preparation and distribution of invitations to tender and follow-up on the replies. Evaluate quotations and select, or recommend the selection of, the most suitable suppliers and develop and formulate strategies and plans for complex and intricate procurement Prepare specific procurement notices and standard contracts for goods and services, etc

4. Oversee the adherence to contractual agreements for material, services, performance requirements and delivery schedules by periodic and ad hoc checks. Recommend amendments and extensions of the contracts and advise
affected parties on contractual rights and obligations.

5. Analyze and evaluate vendors' proposals considering various factors affecting cost, technical specifications, implementation schedules, and management and maintenance of goods or equipment, including training of
users and maintenance of staff and other contractual arrangements, and maintain up to date records of this information.

6. As necessary, assist implementing partner sub-contractors to prepare simple bid documents for goods, works and services to ensure the most efficient use of resources.

7. Liaise with commercial banks on matters concerning the special and project accounts on financial activities of ETG.

8. Monitor contract payments and recovery of advances to contractors for sub-projects.

9. Prepare withdrawal applications and appropriate documentation in compliance with World Bank and other donors requirements and guidelines. 

10. Maintain up to date accounting records and ledgers, record financial transactions, reconcile bank accounts and prepare recurrent or special reports as may be required.


Desirable Qualifications: 

University degree, preferably in Business Administration, with commercial, accounting and procurement/logistic
orientation; a minimum of five years' experience in procurement contracting. Experience of working to World Bank standards a significant advantage. Analytical skills in identifying all factors affecting cost, technical specifications, planning and managing of all contractual aspects of a variety of procurement actions and contracts. Experience in management and development of staff in a multicultural environment. Ability to prepare financial as well as statistical reports. High level of computer literacy is required, in particular, experience in computerized accounting systems
and software; MS Office applications, EXCEL. 

Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages: A perfect command of French is essential and a good knowledge of English desirable. Knowledge of Portuguese could also be a distinct advantage.

Bissau is currently a Non-family duty station but qualifies for substantial benefits in addition to the UN Base Salary.
