DIRECTOR, FINANCE AND ADMINISTRATION (DFA)

The Institute: The International Water Management Institute (IWMI), based in Sri Lanka, is one of sixteen centers of the Consultative Group on International Agricultural Research (CGIAR). IWMI's mission is to improve water and land resources management for food, livelihoods and nature. 

IWMI conducts a worldwide research and capacity-building program to improve water and land resources through better technologies, policies, institutions, and management.  Scarce and polluted water supplies have their greatest impact on poor people, especially women and children.  Improving the productivity of water can make a major contribution to reducing poverty and improving people’s lives.  IWMI therefore explores ways to help alleviate poverty, protect and conserve the environment, maintain food security, and provide poor and disadvantaged people better access to water resources.

The Institute currently has a budget of $11 million.  It has four regional offices and is headquartered is in Colombo, Sri Lanka.  Further expansion in research activities is planned in the coming years. 

The Position:  The DFA is the chief financial officer of the Institute and is responsible for the policy and managerial direction of the Institute’s financial and administrative activities.  S/he reports to the Director General and is a member of the Institute’s Management Committee and Secretary to the Board.

Qualifications:  Applicants for the position should have:

a.       a proven record of managerial or executive success, preferably in an international development setting;

b.      successful experience in financial and administrative management, preferably at the executive level, with specific experience in financial management, budget development and control, and financial policy development and implementation;

c.       experience in identifying needs for and implementing modern computerized financial management systems;

d.      a strong service oriented approach to administration;

e.       a demonstrated  capacity to manage participatorily and to work effectively in a multi-cultural and interdisciplinary setting;

f.        excellent ability to communicate in written and spoken English, proficiency in a second language desirable;

g.       the ability to train staff in financial and administrative functions;

h.       familiarity with international donor financial reporting systems and regulations is desirable.

 

Minimum Requirements:  The minimum qualifications for the position are: (a) a graduate degree (or equivalent) in finance or business administration;  (b) 10 years or more relevant work experience;  (c) developing country experience; and  (d) excellent command of written and spoken English.
