Resident Representatives (Two)
BOSNIA-HERCEGOVINA POLITICAL PARTY DEVELOPMENT
PROGRAM
Summary
NDI seeks two (2) resident representatives to implement the Institute's
political party development program in Bosnia-Hercegovina (BiH). The resident
representatives will provide technical assistance and training to
selected political parties on long-term party building and democratization. One
representative will be based in Sarajevo, the other in Banja Luka. A one-year
time commitment is requested. Longer term employment in these positions is
possible. The positions are available for immediate hire.
Background
NDI's BiH political party program, which began in 1996 and is funded by the U.S.
Agency for International Development (USAID), aims to build political parties as
effective democratic institutions, which represent the interests of citizens and
are able to organize effectively in a multiparty system. NDI provides training
to targeted parties on core areas of operations, including strategic planning;
membership and volunteer recruitment; internal party democracy and
communications; message development and delivery; campaign development; party
financing, and constituency contact. Because elections are not scheduled to take
place until 2003, NDI will work to strengthen party organizations and
democratize internal party structures. Specific focus is to be placed on
developing women and youth party activists and leaders.
Working in conjunction with NDI's parliamentary development program, the
political party development program utilizes Bosnian staff in training and
consultations with parties. The incumbents will work with two NDI parliamentary
resident representatives and the NDI BiH Country Director.
Responsibilities
· Build and maintain collaborative working relationships with political
parties.
· Conduct skills-based seminars and workshops and provide training and
technical assistance to political parties.
· Coordinate training activities with other NDI resident representatives and
make programmatic and logistical arrangements for short-term
trainers/consultants.
· Provide oversight and guidance for training and consultative activities of
Bosnian staff.
· Maintain relationships with the U.S. Embassy, the U.S. Agency for
International Development, the Organization for Security and Cooperation in
Europe, and other international organizations.
· Draft monthly written reports to NDI Washington, which monitor and measure
program results and evaluate political developments in Bosnia-Hercegovina.
· Manage and reconcile program expenses.
Qualifications
· A minimum of five years experience either as a political party official or
working with political parties at national and local levels on political
organization, party building, communications and outreach, and election
preparation.
· Working experience in or familiarity with parliaments, the U.S. Congress, or
other legislative bodies (familiarity with parliamentary systems of government
preferred).
· Proven training experience in political organizing.
· Effective oral and written communication skills.
· Experience in financial management and reporting.
· Significant professional or travel experience abroad, particularly in Central
and Eastern Europe.
· Ability to adapt quickly to new cultures, both professionally and personally.
