Parliamentary Development Expert

MACEDONIA PARLIAMENTARY DEVELOPMENT PROGRAM

Summary
NDI is seeking one parliamentary development expert to implement an ongoing program in support of the Assembly of the Republic of Macedonia. The representative will oversee and implement training programs in the area of staff development, committee operations, party caucus functions, and information technology. The representative will work with another NDI resident representative tasked with parliamentary constituency servicing.

The position is based in Skopje. A one year time commitment is requested. Longer term employment in this position is possible.

Background
NDI is finishing the second of a multi-year development program with the Macedonian parliament. The program is intended to increase the capacity of the Assembly to be an effective, independent, and more democratic parliament. The program is currently working with parliamentary group leaders to develop a core nonpartisan professional staff, assist with the transition to a full-time parliament effective with the next elections (anticipated in 2002), increase citizen involvement through more public hearings by committees, increase its transparency, and assist with the ongoing development of a parliamentary information technology system.

Responsibilities
· Design and implement parliamentary workshops on such topics as the role of parliamentary commissions and public hearings, governmental ethics, transparency, and parliamentary oversight.
· Maintain collaborative relationships with parliamentary leadership and key parliamentary staff.
· Oversee a subgrant to a consulting firm procuring and installing information technology in parliament.
· Organize study missions to third countries.
· Maintain a good working relationship with USAID, the Organization for Security and Cooperation in Europe (OSCE), and other international organizations.
· Draft monthly written reports to NDI Washington, which monitor and measure program results and evaluate political developments.
· Manage and reconcile program expenses on a monthly basis.
· Manage local staff.

Qualifications
· A minimum of seven years experience either as an elected official and/or high-level professional staff member in a national or state legislative body.
· Experience with conference/seminar organizing and facilitation.
· Strong oral and written communication skills. Proven ability to communicate skills and experience to others.
· Excellent interpersonal and networking skills, as well as the ability to manage professional relationships.
· Understanding of parliamentary information technology (IT) systems.
· Experience abroad.
