Officer for the Democratic Republic of Congo (DRC)
Position based in Washington, DC
NATIONAL
DEMOCRATIC INSTITUTE FOR INTERNATIONAL AFFAIRS
NDI seeks a program officer to manage NDI's democratic assistance project for the Democratic Republic of Congo (DRC). The DRC program officer will coordinate all programmatic, technical, administrative and financial components of the project. The position is based in Washington, D.C. and will require periodic travel to the DRC. This position is available immediately. Candidates will be reviewed on a rolling basis.
In
light of recent efforts in the DRC to revive the peace process and the
Inter-Congolese Dialogue established by the Lusaka Accords, NDI is exploring
programming options to support Congolese political and civic leaders with
training and technical assistance to foster their participation in the
democratic transition.
Primary
Responsibilities:
Monitor
key political developments in the DRC and the Great Lakes region
Assess
new program opportunities
Plan,
design and implement program activities
Draft
program proposals, budgets and reports
Recruit
and brief international trainers, volunteers and field representatives
Communicate
with in-country representatives
Monitor
program budgets and expenditures
Enlist
in-house technical and financial support
Liaise
with donors, relevant NGOs and policymakers
The
ideal candidate will have:
A
minimum of five years of experience in one or more of the following fields:
international development, community organizing, political campaigns,
organizational development, legislative affairs or program administration in
the area of democratization
Relevant
educational background, to include a bachelor’s degree
Fluency
in both French and English
Professional
experience abroad, particularly in Africa
Ability
and willingness to travel abroad, including to locations that may be remote
and difficult to reach
In-depth
knowledge of African politics and history, and particular familiarity with
the politics of the DRC, to include current political actors and NGOs
Excellent
oral and written communications skills
Working
knowledge of project budget and accounting procedures
Capacity
to work both independently and as a member of a team
Strong
negotiating and interpersonal skills
Excellent
analytical skills
Working
knowledge of PC-based word processing and spreadsheet applications
