Legislative Program in Niger

NATIONAL DEMOCRATIC INSTITUTE FOR INTERNATIONAL AFFAIRS  

NDI seeks two talented, experienced individuals to implement a 14-month legislative development program in Niger. To be considered for these positions, applicants must have served as either an elected member or as a professional, senior-level staff person in a state or national legislative body. Qualified, French-speaking individuals with an interest in international affairs, democratic development and/or African politics and culture, as well as applicants with teaching or training experience, are encouraged to apply.  

1.         Country Director – NIGER

The country director would manage a three-part program to assist the National Assembly of Niger in carrying out its constitutional duties of legislating, exercising effective oversight of the executive branch and incorporating citizen input into the legislative process.  The director would oversee a six-person office and direct the implementation of NDI's programs to strengthen the legislature.  In addition, the country director will serve as NDI’s principal liaison with the donor community, Nigerien government officials, legislators and staff, local nongovernmental organizations (NGOs) and the media, political party leaders and the U.S. Embassy.  Responsibilities will include both programmatic and managerial duties, and s/he will report to the Institute’s Washington headquarters and work with D.C.-based program staff in managing the administrative, financial, logistical and programmatic aspects of the program.

  Primary Responsibilities:

 ·        Establish and maintain collaborative relationships with legislators and staff, NGOs, government officials and members of the international community.

·        Implement NDI’s legislative assistance program in collaboration with in-country field staff and pro-bono trainers.  Coordinate and oversee local and expatriate staff in the implementation of program activities.

·        Serve as principal liaison between NDI and international donor representatives in country.

·        Conduct ongoing evaluations of the program and coordinate the writing of periodic, comprehensive reports on the program, as specified by the funding agency.

·        Oversee the in-country budget and the submission of a monthly financial reconciliation to the Washington office.

 

Qualifications:

 ·        French language fluency.

·        At least ten years of experience with democratic development, particularly legislative work as an elected state, provincial or national legislator, or as a senior-level staff person in state, provincial or national legislative assembly.

·        Appropriate educational experience, preferably a graduate degree in law, public policy or related field.

·        Ability to communicate skills and experience to others as a trainer, advisor and consultant.

·        Excellent managerial, interpersonal and networking skills, as well as the ability to conduct professional political relationships.

·        Strong oral and written communication skills.

·        Experience with conference/seminar organizing and facilitation.

·        Working knowledge of PC-based word processing and e-mail technology.

·        Experience in living and working overseas, preferably in the developing world.

  

2.         Legislative Advisor – NIGER

The legislative advisor will serve as NDI's expert trainer for a program to strengthen the legislative and oversight capacity and public outreach activities of the National Assembly of Niger.  Locally hired program staff and an expatriate country director will support the legislative advisor.  The advisor's primary responsibilities will be to organize and implement training activities for members and staff of the legislature on such key topics as the committee system, intergovernmental relations and public hearings. S/he will also assist the National Assembly of Niger in the organization of public outreach activities, such as town hall meetings, radio call-in shows and parliamentary open-door days, both in Niamey and in the interior of Niger. S/he will also serve as a resource for legislators and staff in response to their specific questions and requests for assistance.

Terms for Positions

  These positions are an overseas posting in Niamey, Niger.  For the selected country director and legislative advisor, NDI will cover the cost of transportation to and from the posting, as well as housing, local travel and all other business-related expenses.  NDI offers a competitive salary, based on experience, and a generous benefits package.  Further details will be made available to selected candidates.
