DATA BASE MANAGER/ANALYST

A Database Manager/Analyst is needed for a 12 month assignment in Papua New Guinea, working with the National Department of Health (NDOH). 

The database Manager will work under the direction of the BME Specialist to undertake a coordinated program of work and deliver an agreed set of outputs. S/he will work closely with staff of the M&R branch and
collaborate with the HSSP funded systems analyst in areas of interface or overlap.

Requirements
Experience using database management software (incl. FoxPro), statistical packages (eg EpiInfo, Stata) and their application to the analysis of health related data.  Familiarity with Oracle/MS-SQL/MapInfo an advantage.  Programming ability and post-graduate qualifications in bio-statistics
and/or public health desirable as is experience in skills transfer

Terms of Reference
1 Review existing health information systems in the DoH and develop Procedures for the collection, validation and storage of data and provide training in the ongoing maintenance of data sets

2 Review the data structures and coding systems employed by DoH and develop recommendations for upgrading common coding systems that will improve the integration of data sets and extend the range of analyses the DoH is able to perform. Particular attention should be paid to enabling the analysis of
health sector performance by program budget and geographical area

The systems reviewed will include population, health infrastructure, health activities, diseases, medical supplies, human resources, and financial and geographical information. The types of institution will include hospitals, health centres, aid posts, medical stores, training institutions and the private sector

3 Undertake recoding of existing data sets as appropriate and ensure procedures are established for maintaining the integrity of databases 

4 Assist the Monitoring and Research Branch to provide better access to information through the development of a web-site to provide access to summarized data. Provide training in the use of network tools to staff of the IT Unit and assist in the establishment of training programmes in the use of the network

5 Undertake analysis o data as appropriate and provide training to staff of the M&R Branch and Provincial Health Information Officers in data analysis using appropriate software tools
