Human Resources Development Management Adviser

Papua New Guinea HEALTH SERVICES SUPPORT PROGRAM (HSSP)

The PNG HSSP is funded by the Australian Government and is managed by a Consortium of IDP Education Australia, GRM International Pty Ltd and Jane Thomason and Associates.

This long term Program aims to improve the health of the population of PNG.  While some Program activities will be nation-wide, there will be an initial intensive focus on six provinces of Western, Gulf, Central, Western Highlands, Morobe and Sandaun.  A multi-disciplinary team of qualified and experienced professionals is needed to work with the PNG Department of Health, Provincial and District Governments to implement this Program.

At present we are seeking applicants for the position of Human Resources Development Management Adviser, a long term (17 month) position based in Port Moresby.

It is expected the applicant will be an experienced Human Resources Management professional with qualifications in health or management related discipline.

Experience in developing country settings is desirable.

Terms of Reference:

§           Provide assistance to the Director HRD to strengthen the skills of staff of the HRD Division in human resource development planning, policy, monitoring and research;

§           Assist the HRD Division to operationalise the HRD data base;

§           Provide ongoing advice and capacity building to the NDOH in Human Resources Management matters                 including:

        Personnel management

        Preparation and updating of job descriptions and specifications

        Establishment and management of the HRD data base

        Supervision and performance assessment

§           Prepare and update training resources on Human Resources Management as agreed with NDOH;

§           Conduct capacity building training for staff of the HRD Division and provincial health divisions of Program                 Provinces responsible for HR Management to improve their performance based on the outcomes of the                 review

§           Assist the NDOH to evaluate the effectiveness of the HR Management initiatives.
