UN Inter-agency Project to Combat Trafficking of Women and Children in the Mekong Sub-region

Background and Purpose of Assignment

The project aims to contribute to the planned objectives of the UN Inter-Agency Project (IAP) to Combat the Trafficking of Women and Children in the Mekong Sub-region in three significant ways, drawing on the wide range of trafficking-related interventions being undertaken by UNICEF at many levels in each of the countries.

First, it aims to identify and document existing good practices and lessons learnt to date, highlighting activities which are having a positive impact on the trafficking problem, particularly from a community perspective, as well as activities which appear to be less effective.  Second, it will improve the ability to monitor and assess the impact of interventions by working with affected communities to develop indicators and measures of progress. Third, it will support increased integration of UNICEF programmes into the regional trafficking

framework, improving coordination with, and adding value to, other trafficking-related projects within the region.

Nature of Assignment

Through the UNICEF network in the Sub-region, co-ordinate and facilitate the development of good practices and lessons learnt at the community level to combat the trafficking of women and children and establish tools and mechanisms for monitoring the impact of interventions against trafficking, especially at the community level.

Work Assignments

The consultant will report to the UNIAP Project  Manager, but work under the immediate supervision of UNICEF EAPRO Regional Advisor Child Protection, and in co-operation with UNICEF and others at the regional and country levels, the consultant will be responsible for the following tasks:  

* Review of major community based actions being undertaken in the   Mekong countries to combat trafficking in the areas of prevention,      early intervention and support for reintegration of victims.   

* Facilitate preparation of popular information materials to share good practices (incl. media, story telling, tapes, etc.)

* Review existing monitoring activities at the community level and co-ordinate a process to develop and/or improve the monitoring and
     evaluation of programme impact on trafficking.   

* Develop a regional work plan, (incorporating national plans) for improving the monitoring and evaluation process.   

* Co-ordinate and provide secretariat services for an informal regional task group on programme monitoring and evaluation.

* Provide support for UNICEF's involvement in the IAP and for inter-country co-operation between UNICEF project activities.   

* In conjunction with UN Inter-Agency Project, convene/organise a technical consultative meeting on anti-trafficking programs in South-East Asia focusing on appropriate activities, indicators and evaluation methods.

Duration of Contract:   One Year  (with options for extension)

Duty Station: Bangkok

Official Travel Involved:
Field visits within the Mekong Sub-region (Cambodia, China (Yunnan), Lao PDR, Myanmar, Thailand, and Vietnam ) for information gathering and meetings with partners will be required.

Qualifications:

   * Advanced degree in Social Sciences or a related field
   * Minimum of 5 years experience working in the Mekong sub-region
   * Knowledge/understanding of issues related to the trafficking of women and children
   * Working experience in community development at the grassroots
   * Experience with Monitoring & Evaluation and development of indicators
   * Excellent English written and oral communication skills
   * Previous experience and knowledge of UN agencies is an advantage
