Project Design Assistance for a Community Based Social Protection Project 

Background

Save the Children who is managing an umbrella grant for USAID has just announced that they will be soliciting applications for funding for one 18 month project in Kosovo with the objective to: Improve sustainability of Social Services.

 “Activities undertaken as an outcome of this RFA will result in measurable improvements in community level social services.  This will be achieved through a community development approach by which members of the communities actively participate in the identification and implementation of project interventions.  While addressing community needs for improved social services, activities are expected to concomitantly contribute toward building individual and collective capacity to mobilize resources and become active leaders and partners in identifying and resolving other local and provincial problems.”

CARE International in Kosovo has extensive social protection programming in 14 ethnically mixed municipalities of Kosovo.  CARE would like to build on the extensive experienced gained in this sector and respond to the RFA soon to be issued.  CARE is seeking technical assistance to design an intervention and produce a proposal.  The person providing this support should have excellent English writing skills, extensive experience in preparing proposals for USAID,  knowledge of social welfare programming and community development.

 

Specific Objectives

1)       Gain a comprehensive understanding of the current operating environment and Social Projection programming in Kosovo

2)       Assess the current social protection programming of CARE in collaboration with Project staff design a project that reflects the lessons learned to date and responds to the RFA.

i)         Conduct problem analysis with Project staff

ii)       Review lessons learned with staff

3)       Design and write proposal in response to SCF proposal solicitation 

i)         Design project intervention

ii)       Prepare proposal for submission to SCF

Specific outputs

Project Proposal in response to SCF’s solicitation.

Key Contacts and Relationships

The focal point for this consultancy will be the Assistant Mission Director –Program. Other key contacts will be the Project Managers of the Community Empowerment Project and the Vulnerable Empowerment and Support Project.  

Working Conditions

CARE will provide the consultant with accommodation, transportation and office space.  CARE will also introduce the consultant  to the various organisations working in the sector and key contacts for this work.  CARE will provide the consultant with all-necessary background information, proposal guidelines and strategic objectives of the SCF Kosovo Assistance Program.

Time Frame

It is intended that this work will take place over 21 working days and will be completed in time to be submitted to SCF.  It is expected that SCF will close the solicitation 2nd week of July.
