1.International consulting firm is requesting expressions of interest from candidates for team leader positions in ST/LT public finance activities in the South Asia Region (Bangladesh, India, Nepal, Pakistan, Sri Lanka, Malaysia). Requirements include: formal academic training in public finance, economics or related areas (Ph.D. preferred), a minimum of ten (10) years' experience in South Asian and other relevant regions, and broad experience and outstanding achievements in the following areas:
· project management, with skills in team-building as well as project implementation
· fiscal devolution processes
· municipal development, with a strong emphasis on public finance aspects of local-level development and general familiarity with service delivery issues
· strong interpersonal skills and ability to communicate effectively with all stakeholders (citizens and citizen groups, local government officials and bureaucrats, national government officials and bureaucrats, media representatives, representatives of donor and financing organizations, etc.).
2. International consulting firm is requesting expressions of interest from consultants for various ST public finance activities in the South Asia Region (Bangladesh, India, Nepal, Pakistan, Sri Lanka, Malaysia). Requirements include: formal academic background (Ph.D. preferred) and a minimum of five (5) years' experience in South Asian and other relevant regions in one or more of the following areas:
· intergovernmental transfers
· fiscal devolution
· fiscal deconcentration
· revenue mobilization at various governmental levels, e.g., municipal, district, regional and national
· local government debt financing (legal requirements, bond issues, etc.)
· local government budgeting
· fiscal transparency mechanisms (budgeting/accounting/auditing
· institutional design involving fiscal and non-fiscal incentives.
