Department of Rural Development, Government of Uttar Pradesh wishes to hire Consultants on Contract to work as Engineering Consultant and Community Development Specialist.

The Government of Uttar Pradesh has received a loan from the World Bank to implement an integrated drinking water supply and environmental sanitation project in 1200 villages (19 districts) in the Hills and Bundelkhand regions. A Project Management Unit (PMU), registered under Societies Registration Act 1860, is responsible for managing the project. In order to promote sustainability of rural water supply and sanitation systems, the project seeks to involve rural communities in planning, constructing and maintaining these facilities. NGOs act as catalyst in this process and provide technical assistance to the communities at all the stages of the project thus acting as Support Organisations (SOs). The PMU has 10 District Project Management Units (DPMUs) at Dehradun, Srinagar, Uttarkashi, Chamoli (Garhwal), Pithoragarh, Bageshwar, Bhimtal (Kumaon), Jhansi and Banda (Budelkhand). The PMU wishes to hire following consultants on contract to facilitate the functions :

Engineering Consultants :
(at DPMUs situated at various District HQs in Uttarakhand and Bundelkhand areas)


Job Description :
She/He will monitor the progress of designing, construction and maintenance of rural water supply and sanitation facilities that would be implemented by the communities with technical support of NGOs. Close interaction with NGOs and village communities will be required. She/He will have to report the progress of construction activities in the project villages.

Qualification and Experience :
Graduate in Civil Engineering, Preference will be given to the candidates having experience in water supply & sanitation sector and also to those with Post Graduation in public Health Engineering / Environmental Engineering.

Community Development Specialist :
(at DPMUs situated at various District HQs in Uttarakhand and Budelkhand areas)


Job Description :
She/He will monitor the progress of the field activities pertaining to the community development that are being implemented through NGOs. Close interaction with NGOs and village communities will be required. She/He will have to report the progress of Community Development activities in the project villages.

Qualification and Experience :
Post Graduate Degree in Sociology / Social Work / Home Science / Environmental Science with 2 years experience in community based programmes, preferably in rural water supply and sanitation.
or
2 years Post Graduate Diploma / Degree in Rural Development or Rural management with 2 years experience in community based programmes preferably in rural water supply and sanitation.

Note :
1. Persons having experience of working with NGOPs will be preferred for all the above positions.
2. Initial contract will be for a period of one year. The contract can be extended, thereafter, depending upon the performance.
3. PMU reserves the right to shortlist the candidates for interview, written test and computer based aptitude test.
4. Retired / Serving persons can also apply.
5. Preference will be given to women candidates.
