The Services Group In. (TSG)

The Services Group In. (TSG), a leading international consulting firm specializing in trade, investment, information technology (IT) and E-government, is seeking consultants for short and long-term positions to propose on a USAID-funded IT project in Egypt. In particular, TSG is seeking the following profile of consultants:

(1) Lawyers with experience in the legal and regulatory aspects of IT, E-Government, and E-commerce.

(2) Marketing/business development specialists with specific experience in "incubators" for IT business start-ups;

(3) Telecommunications experts specializing in regulatory reform and institutional development; and

(4) Lawyers/WTO Experts who can assess the impact of the WTO Agreement on IT and Telecommunications in Egypt.

Consultants will be involved in the following technical activities under this project:

(1) Incubators : Provide marketing support to IT business incubators under the national "Smart Villages" project. (Purpose of the incubators is to provide business and technical support to IT incubators to nurture start-ups and facilitate commercialization of their products and services.)

(2) Return on investment of WTO Agreement on IT Industry: Assess the impact of the WTO Agreement on IT and Telecommunications. Study regulatory issues related to the WTO customs valuation accord, including classification of IT products and standards for customs duties.

(3) Telecommunications Regulatory Authority (TRA): Provide technical assistance in institutional development, policy and regulatory reform to Egypt's newly established TRA.

(4) Legal and Regulatory Strengthening: Establish an enabling policy and regulatory framework to support the growth of the IT sector, E-government and E-business. Issues therein include: Electronic commerce laws; IPR laws; Censorship; IT related aspects of the WTO Agreement; Electronic procurement; Taxation policy; Labor laws; and Customs.

(5) Telecenters Activity: Assess the sustainability of existing ICT Telecenters in Egypt. The Telecenter activity is aimed at launching or supporting a private-sector run Telecenter initiative to expand awareness, improve access to ICT, and provide key ICT tools for those businesses and individuals living in Egypt's small cities and towns, and rural areas. The activity will create ICT demand by expanding ICT awareness among the public.

Consultant qualifications: Experience in the Middle East a plus. Arabic language skills are not required but preferred.

Short-term: Ideal candidates will have at least 5 to 10 years of international experience in one of the above-mentioned technical areas.

Long-term: Long-term assignments will be up to 4 years in duration.

 

(1) A Regulatory Expert is needed to serve as senior advisor to the TRA to assist in policy formulation, analysis, and enforcement of spectrum management, licensing, universal service/access, tariff setting and other regulatory issues. The ideal candidate will have a law degree and 10 years+ experience in ICT regulatory policy.

(2) An ICT Marketing and Business Development Expert is required to provide assistance to partner institutions and business associations on matters related to export promotion, SME's, technology parks and institutions providing incubator facilities. The ideal candidate will have an advanced degree and at least ten years of relevant experience in ICT marketing and business development.
