Project
LAO/98/C02 Long Term Technical Advisor
Roles:
Guide and train the Nam Tan-team in the development and testing of a
suitable community forestry concept for Nam Tan Watershed and its
implementation and co-ordinate all related activities. This is a 30-month post
in Nam Tan Sayaboury.
•
Introduce
and train Nam Tan-staff in efficient mechanisms concerning internal and external
communication structure of the project in systematic strategic work planning and
reporting, in organizing procurement and vehicle allocation etc.
•
Introduce
and train Nam Tan-staff in monitoring and evaluation and the delineation of lessons
learnt and best practices for further replication.

Roles:
Together
with selected members of the Nam Tan-team and government officers, analyze the
existing extension system presently used by the project in community forestry
and lowlands. This is a 2-month post located in Nam Tan Sayaboury.
•
Assist the Nam Tan-team and relevant government officers with the design
of an appropriate extension concept in community forestry and lowland
cultivation.
•
Train selected members of the Nam Tan-team, government staff and village
volunteers in community forestry and lowland extension method.
•
Identify training needs in technical contents in community forestry and
lowland agriculture contents and the need for producing necessary extension
materials.
Qualification
requirements
v
Willing
to be stationed in Nam Tan-camp (remote area).
v
Minimum
10 years experience in development projects, preferably in South-East Asia.
v
Fluent
in English and able to write reports in the English language. Lao speaking would
be an advantage.
v
Long
year’s experience in planning and managing watershed management projects or
community forestry concepts.
Roles:
Will
act as an advisor to the project management. The advisor will give strategic
guidance on watershed management issues.

Introduce
and train project staff in communication, work planning, reporting, and
procurement.
·
Give
advice on consolidation, re-construction and repairs of irrigation in the three
watersheds.
·
Serve
as coordinator for project personnel and identify where and when technical
support is needed.
·
Provide
technical leadership for natural resource development and farming system
activities.
Qualification
requirements
Sound
experience in managing complex projects.
Knowledge
and experience in planning and managing watershed development projects.
Fluent
English including report writing in English. Able to live in remote areas.
Full
terms of reference available upon request. The remuneration will be based on the
qualifications of the candidate and the remuneration of local consultants in
similar positions.
