Monsters by Island:

Erollisi Island: You will find 5-6 high level named NPC's near the dock area. There is also a Dwarven Blacksmith on the west side of the Island with one of his friends. Scattered on the island are some Sisters of Erollisi. They wil sell to you and are involved in several quests.

Pirate Island: There is a single Pirate on an island right west of the the Erollisi Island. He was red at level 17 and aggressive. One of the Mudtoe Ogres can sometimes be found here. On the Island there is also a shopkeeper selling Magician spells.

Cyclops Island: North of the Pirate Island is an island filled with Sea Fury Cyclops. I didn't get near one because they coned red and were aggressives. There seems to be a circle of teleportation for druids on the island as well, but if I was a druid, I wouldn't want to teleport into the middle of 4 cyclops. On the north shore of the Island is a named Giant. I didn't approach him since I'm used to Oasis, but he seemed to be peaceful enough. The second Mudtoe Ogre spawns on this Island.

Death Island: Very dangerous. There are the standard four spectres guarding a spire at the top of this rocky hill of an island. There are also a series of spawn points where either greater skeletons or gargoyles appear. The gargoyles are the same as grinning gargoyles in Castle Mistmoore, and occasionally drop gargoyle eyes. The gargoyles, when left to their own, will destroy the skeletons, so if you camp at this island, it's wise to leave with one gargoyle roaming, so when you return there will be all gargs and no skellies.

Goblin Island: South of the pirate Island, this one is full of Isle Goblins. They range in levels from about 17 to 23. Beware. Also on the Island are 2 NPCs including an Oracle of some sort. He is involved in a couple quests and also drops the oracle robe if killed.

First Island from Kaladim to Freeport: This island is devoid of everything except an Inn and a Shopkeeper and is southwest of the Aviak Island.

Aviak Island: An island full of parrot-looking aviak. There are 4 types of aviaks. Starlings are around level 10, Turacos are level 15ish, Tanagers are around level 20, and Quetzels are around level 25.

Notes:

Fighting in the Ocean of Tears is very different than fighting anywhere else. There are no guards to train monsters to if you get over your head. There is no handy zone edge to cross in order to escape. The only escape for most is to Gate if they can, and I've heard that running far enough into the water will deter monsters from chasing you, but this is at best an unreliable method of escape. Therefore, choosing battles carefully becomes very important. The area is also dangerous because of the vast expanses of water and the difficulty in travelling across it, whether by swimming or by canoe. Taking canoes is a relatively safe, if slow, method of travelling around, but one must be careful to not right-click anywhere on the screen, because doing so will "uncaptain" you from the boat and you'll run straight off the end into the water. It is possible to get back into the boat, but requires quite a bit of timing and coordination, and sometimes you just can't do it. Swimming from the middle of nowhere to an island is also not fun, and dangerous as sharks will attack you. The canoes here are also not very reliable. Pay special attention to islands that do not have boats on them. The boats reset about every hour of real time or so, and if you're not in your boat or used it recently, it will vanish back to its starting point. This means two things. One is that if you are hunting on an island with no canoes, and you don't use the canoe every now and again, it will vanish and you will be stuck swimming off of the island. It also means that sometimes canoes aren't where you expect them to be, as someone took them a while ago or the canoe you thought spawned in that spot was actually just left there. Be aware of these problems and plan accordingly.

Found on the Goblin Isle south of the Pirate Isle

ring of the ancients
(item needed for Jboots)
Is found on the Ancient Cyclops. In the Ocean ot Tears it spawns on the island between the sisters island and the seafury cyclop. It is the only spawn point on the island other than the magician in the tower that sells spells. It usually has a Cyclops, although sometimes it will be a pirate, aqua goblin, or Boog Mudtoe. This may be the fastest spawn (relatively), but he is a higher level in this zone. (level 40-ish)

Wiltin's Quiver
(item needed for as Ranger armor pants)
On Seafury Isle the "a buccaneer" spawns as a place holder for Wiltin Windwalker. If you kill the buccaneer, the spawn rate is 90 minutes. If you leave him alone, he will despawn in far less than 90 minutes, with the chance that Wiltin will spawn in his place. Thus, you don't want to kill the bucaneer. Instead, you need to just sit there and wait for Wiltin to spawn and then kill him.
