He's firm but fair, a perfect boss in the old fashioned sense of the word, and has sometimes to act like a buffer between his superiors and the members of his patrol.
Clarke Webb does one mistake, and it's going to cost him his career: He doesn't come forward with information in a murder case, and is charged with untruthfulness and misconduct.
